Partner Monetization Policies, usually shortened to PMP, are Meta’s account-, Page-, profile-, and entity-level rules for who can earn money from content on Facebook. Meta states that its former Monetization Eligibility Standards (MES) are now called Partner Monetization Policies.
Quick facts:
Also called: PMP, Meta monetization eligibility rules, former MES
Applies to: Pages, profiles, creators, publishers, and other entities using Facebook monetization products
Used for: determining overall eligibility to access and keep monetization features
Not the same as: Content Monetization Policies (CMP), which apply to the monetizability of specific pieces of content.
Example:
A creator may publish content that would otherwise qualify for monetization, but still lose access to monetization tools if their Page, profile, or account behavior falls outside Meta’s Partner Monetization Policies. Meta’s own guidance separates overall monetization eligibility from content-level monetization rules.
Gotchas:
- PMP is not the same as CMP. Meta distinguishes Partner Monetization Policies from Content Monetization Policies, which means one governs the partner or entity’s eligibility and the other governs whether a particular post or video can earn money.
- PMP sits above specific monetization tools. Meta says creators must comply with Partner Monetization Policies and Content Monetization Policies, as well as Community Standards, to be eligible for monetization.
- A monetization issue does not always mean a permanent ban. Meta provides eligibility-status checks and appeal flows through Meta Business Suite and related help pages.
- PMP extends beyond one format. Meta’s monetization materials for Facebook Content Monetization, branded content, and other creator tools all point back to PMP compliance.
